What Is an End-of-Life Vehicle (ELV)?

An end-of-life vehicle, or ELV, is a vehicle that can no longer be legally registered or driven and is set for deregistration and scrapping. The ELV full form is exactly that, and the status attaches to the vehicle's record rather than to its condition.

It matters because it decides what you may lawfully do with the vehicle. An ELV cannot be sold to another driver. It goes to a MoRTH-authorised Registered Vehicle Scrapping Facility, which scraps it on record and issues a Certificate of Deposit.

When Is a Vehicle Considered an End-of-Life Vehicle in India?

A vehicle becomes an end-of-life vehicle when it can no longer be legally registered, or when the owner surrenders it for scrapping. In India that point is reached in one of three ways: registration expiry, a failed fitness test, or a voluntary decision. All three end at the same place, which is an authorised facility.

Age is the trigger written into the rules. The Vehicle Scrappage Policy 2021 sets 15 years for transport vehicles and 20 years for personal vehicles. The Central Motor Vehicles Rules separately give a private vehicle's registration certificate a 15-year life, renewable in five-year blocks after a fitness test.

Condition on its own does not decide it. A car sitting unused for a decade is not an ELV while its registration is still valid. That is the end of life vehicle meaning in practice.

What Are the Rules for End-of-Life Vehicles in India?

Several instruments govern end-of-life vehicles in India, and each of them does a different job. MoRTH sets the scrapping and incentive framework, the Central Motor Vehicles Rules set registration validity, and the environment ministry's rules govern handling and disposal after surrender.

Instrument

What it governs

Vehicle Scrappage Policy 2021 (MoRTH)

The voluntary scrappage framework, age thresholds, and incentives on a new vehicle.

Motor Vehicles (Registration and Functions of Vehicle Scrapping Facility) Rules 2021

Authorisation and operation of Registered Vehicle Scrapping Facilities.

Central Motor Vehicles Rules 1989

Registration validity, renewal, fitness, and the registration fee waiver under Rule 81.

Motor Vehicles Amendment Rules 2022

Certificate of Deposit validity of two years and the transfer certificate in Form 2D.

Environment Protection (End-of-Life Vehicles) Rules 2025

Handling and disposal duties, in force from 1 April 2025.

Scrapping itself remains voluntary for private vehicles under the MoRTH framework. What is not voluntary is the route, because only an authorised facility can do it on record. Thecar scrapping policy India covers how these rules land for a car owner.

How to Scrap an End-of-Life Vehicle in India?

ELV vehicle scrapping starts on the VSCRAP portal and finishes with a cancelled registration. You clear the VAHAN record, choose an authorised facility, hand over the vehicle and documents, then collect the certificates once dismantling has been recorded against the vehicle.

The recorded sequence runs in five stages:

  1. Clear the record first: Close hypothecation, settle road tax and challans, and confirm no criminal or blacklist flag sits against the registration.

  2. Choose an authorised facility: The list of MoRTH-authorised RVSFs is published on the VSCRAP portal and can be filtered by state.

  3. Hand over the vehicle and papers: The facility verifies chassis and engine numbers against VAHAN before it accepts anything.

  4. Depollution and dismantling: Fluids, the battery, and tyres come out first, and dismantling follows AIS-129.

  5. Collect the certificates: The registration is cancelled, and both certificates are issued digitally in your name.

Category changes the weight, not the sequence. Owners whoscrap a two-wheeler go through the same five stages with fewer components at the dismantling step. The paperwork is identical.

What Documents Are Required to Scrap an ELV?

You need proof of ownership, proof of identity, and clearance on anything recorded against the vehicle. Originals are required rather than photocopies. A mismatch between the documents and the VAHAN record is the most common reason an application is returned.

Document

Why it is needed

Original registration certificate

Establishes ownership and links the vehicle to its VAHAN record.

Identity and address proof

Confirms the applicant is the registered owner named on the RC.

PAN card

Required for the payment record and any tax deducted at source.

No objection certificate from the financier

Clears a recorded loan or hypothecation entry before the vehicle is accepted.

Form 29 and Form 30

Used where ownership of the vehicle passes to the scrapping facility.

Bank account details

The facility settles by transfer, so the account must be in the applicant's name.

What Is the Role of Registered Vehicle Scrapping Facilities (RVSFs)?

An RVSF is the only kind of facility authorised to scrap a vehicle on record in India. It receives the vehicle, depollutes it, dismantles it to a defined standard, reports the event to VAHAN, and issues the certificates. A scrap dealer does none of this.

  • Record verification: It runs the vehicle against VAHAN for hypothecation, dues, criminal records, and blacklist flags before intake.

  • Depollution: Fuel, engine oil, coolant, brake fluid, refrigerant, and the battery are removed and routed to authorised handlers.

  • Dismantling to AIS-129: The Automotive Industry Standard sets the process requirements the facility has to follow.

  • Deregistration: The scrapping is reported on VAHAN and the registration certificate is cancelled.

  • Certificate issuance: Both certificates are generated on the VSCRAP portal in the owner's name.

The facility is also where traceability starts. Every vehicle it accepts is tied to a registration number, a weight, and a dated record. That chain is what makes thevehicle scrap certificate verifiable rather than a claim.

What Happens to an ELV After Scrapping?

The registration is cancelled on VAHAN and the vehicle stops existing as a legal entity. It cannot be re-registered and its number cannot be reused. Your road tax liability ends, and the insurance policy can be cancelled for a refund.

The materials go in different directions. Steel, aluminium, and plastics are separated and sent to registered recyclers. Fluids, the battery, and tyres go to authorised handlers under their own rules.

You are left holding one thing of value. The Certificate of Deposit sits in your VSCRAP account with an issue date and an expiry date. What you do with it before that expiry is the only decision left.

What Is EPR and How Does It Apply to ELVs?

Extended Producer Responsibility, or EPR, makes vehicle producers responsible for recovery from the vehicles they placed on the market. Under the Environment Protection (End-of-Life Vehicles) Rules 2025, in force from 1 April 2025, that obligation runs alongside the owner's scrapping process.

  • The duty sits on producers: Vehicle manufacturers and importers carry the recovery obligation, not individual owners.

  • Facilities are where recovery is recorded: Registered facilities process the vehicle, and the quantities are logged against the stream.

  • The certificates are different documents: An EPR certificate settles a producer's target, while a Certificate of Deposit is the owner's instrument.

  • Nothing changes at the counter: An owner scrapping a vehicle follows the same steps whether or not producer obligations apply to its maker.

What Benefits Do Vehicle Owners Get From Scrapping an ELV?

An owner gets two things: a payment for the vehicle, and a Certificate of Deposit. The payment is based on the vehicle's weight and the prevailing rate for the recovered metal. The certificate carries four announced benefits, three of which need a new vehicle registration.

The tax concession is the largest of them. MoRTH set a ceiling of 25 percent for non-transport and 15 percent for transport vehicles, and each state fixes its own rate within that ceiling. Maharashtra announced 30 percent for BS3 and older vehicles in its 2026-27 budget.

The other three are the registration fee waiver under Rule 81 of the Central Motor Vehicles Rules 1989, a manufacturer discount, and MoRTH's announced relief on pending dues. The manufacturer window runs one year for passenger vehicles. If you are not buying a replacement, aCertificate of Deposit trade is the alternative.

How Does ELV Recycling Support a Circular Economy?

Recycling an ELV through an authorised facility returns material to manufacturing instead of leaving it in an unrecorded scrap chain. The difference is not that material gets recovered, since informal dismantling recovers material too. The difference is that recovery is measured and tied to one vehicle.

  • Material is separated by type: Steel, aluminium, copper, plastics, and glass leave the facility sorted.

  • Hazardous streams are isolated: Fluids, batteries, and refrigerant are handled separately, not in the general scrap flow.

  • Quantities are recorded: Weights and outputs are logged against a specific vehicle, so recovery can be verified.

  • Vehicles cannot return to the road: Deregistration prevents a scrapped vehicle or its number returning to use.

Conclusion

End-of-life is a status the record confers, not a verdict on how a vehicle drives. That explains why a well-kept car can reach the point while a neglected one has not, and why the timing surprises owners who judge by condition. What decides it is the registration date and the fitness result.

Once the vehicle is gone, the certificate is the only part still worth money, and two deadlines apply to it. Validity is two years from issue, and the manufacturer discount window closes earlier at one year for passenger vehicles. Check the issue date, check your state's tax rate, then either use the certificate orsell the scrap certificate on DigiELV.

Frequently Asked Questions About End-of-Life Vehicles

What Is the Difference Between an Old Vehicle and an ELV?

An old vehicle still holds valid registration and fitness. An ELV cannot be legally registered or driven, and is set for deregistration and scrapping at an authorised facility.

Can an ELV Be Driven on Indian Roads?

No. Once registration has expired or renewal has been refused, driving the vehicle is an offence under the Motor Vehicles Act, whatever mechanical condition it is in.

Can I Scrap My Vehicle in Another State?

Yes. An RVSF in any state can accept a vehicle registered elsewhere, because deregistration is recorded through VAHAN rather than through the local RTO.

How Can I Find a Registered Vehicle Scrapping Facility?

The list of MoRTH-authorised RVSFs is published on the VSCRAP portal and can be filtered by state. Only these facilities can deregister a vehicle and issue certificates.

What Happens to the Vehicle Registration After Scrapping?

It is cancelled on VAHAN and cannot be revived. ELV owners keep the Certificate of Deposit, tradeable on DigiELV, the MoRTH-authorised platform operating under the Vehicle Scrappage Policy 2021.
